Redesigning Pre-Accession Support for a Larger Enlargement Agenda

As the EU prepares for its next wave of enlargement, its pre-accession architecture must evolve to match new geopolitical realities and the growing complexity of integration. Building on lessons from IPA III and new instruments like the Reform and Growth Facilities, this brief proposes a redesigned framework for 2028–2034 — one that strengthens performance-based funding, supports gradual integration, and introduces a dedicated Pre-Accession Transition Facility to bridge the final phase before membership. The goal: to make enlargement not only a political vision but a credible, budget-ready and results-driven process for both the EU and aspiring members.
