As the EU prepares its next Multiannual Financial Framework (2028–2034), credible enlargement requires more than political commitment—it demands a clear financial roadmap. This policy brief calls for a dedicated and expanded pre-accession instrument to ensure the Western Balkans are genuinely ready for membership by 2030.
