Europe Plus participated in the EU–Western Balkans Civil Society High-Level Conference “Trust and Partnership at the Heart of EU Enlargement”, held on 29 May 2026 in Vienna, Austria.
The conference brought together representatives of EU institutions, civil society organisations, policymakers, researchers and regional stakeholders to discuss the future of EU enlargement, democratic resilience, public trust and the role of civil society in supporting reform processes across the Western Balkans.
As part of Session, “Civil Society and the Growth Plan: Best Practices from the Region”, Jorida Shytaj, Executive Director of Europe Plus, presented the organisation’s perspectives and policy analysis on the implementation of the EU Growth Plan for the Western Balkans, as well as the implications of the upcoming Multiannual Financial Framework (MFF) 2028–2034 for the enlargement process.
During her intervention, she highlighted that the European Union’s political commitment to enlargement should be reflected more clearly in the design and priorities of the next EU budget. Drawing on Europe Plus research and advocacy work, she stressed the need for a visible and dedicated enlargement dimension within the future MFF, capable of supporting reforms, socio-economic convergence and the gradual integration of candidate countries into the European Union.
The discussion also underlined the importance of meaningful civil society participation in monitoring reform implementation and ensuring transparency, accountability and public ownership of the enlargement process.
