Implementation period: December 2025 – December 2027
REPACT is a flagship regional initiative by Europe Plus, designed to strengthen implementation capacity and regional cooperation across the Western Balkans. While instruments such as the Growth Plan for the Western Balkans, the Common Regional Market, and pre-accession funding are in place, many public administrations, businesses, and civil society actors lack the practical skills to translate these policies into concrete reforms. REPACT addresses this gap by providing executive-level stakeholders with hands-on expertise, practical tools, and regional networks to effectively implement EU-aligned policies.
The programme consists of six thematic modules delivered through intensive executive trainings hosted in rotating capitals across the region. The modules cover:
- Common Regional Market & Gradual Single Market Accession
- Green Transition & the Western Balkans Green Agenda
- Digital Transformation & EU Digital Single Market Alignment
- Cybersecurity & Regional Resilience
- Enlargement Finance & EU Multiannual Financial Framework (MFF)
- Regional Diplomacy & Interinstitutional Cooperation
Each module combines expert input with simulations, case studies, and peer exchange, fostering both technical understanding and cross-border cooperation. By doing so, REPACT builds both technical knowledge and cross-border collaboration, ensuring that reforms move beyond theory into practice.
Over the course of the programme, up to 108 participants from central and local administrations, chambers of commerce, and civil society organizations across the WB6 will gain the skills and networks needed to drive change. REPACT strengthens reform ownership at the operational level, accelerates the delivery of EU-related commitments, and fosters a new generation of regionally connected practitioners capable of promoting cooperation and transformation.
By focusing on practical implementation and regional engagement, REPACT exemplifies Europe Plus’ commitment to turning EU integration into action and ensuring lasting impact across the Western Balkans.
