Europe is in its institutional summer. The EU’s autumn agenda is already converging around defence, Ukraine, the next Multiannual Financial Framework, competitiveness, migration and enlargement.
The European Council has scheduled a strategic discussion on enlargement and internal reforms for October, which will be one of the most consequential political tests for the accession process this year.
For the Western Balkans, the decisive question is no longer whether differentiation is happening.
It is whether the EU will convert differentiated reform performance into differentiated political advancement.
The Growth Plan is already linking reform delivery to financial rewards.
The next step must be institutional and political integration, particularly for Albania and Montenegro.
